Project Details
Project Details
The project aims to improve the interchange at Bordentown Avenue, Burlew Place, and Eugene Boulevard. Currently, the unsignalized intersections experience conflicting traffic patterns, poor lighting, and limited visibility under the Route 9 Bridge. From 2014 to 2016, more than 230 crashes were reported in the vicinity. While Bordentown Avenue (CR 615) continues to carry high traffic volumes, the combination of unsignalized intersections, limited visibility, and high crash rates presents significant safety concerns. The project seeks to address these operational and safety concerns to improve travel through the interchange. The proposed design includes:
Roundabout at Bordentown Avenue/Route 9 southbound ramps/Kenneth Avenue/Burlew Place
Realignment of Bordentown Avenue west of the roundabout
Roundabout at Bordentown Avenue/Route 9 northbound ramps/Eugene Boulevard
Realignment of Eugene Boulevard into the proposed roundabout
New Route 9 southbound slip ramp with a deceleration lane
Widening Route 9 to add a Route 9 northbound to Bordentown Avenue deceleration lane and Bordentown Avenue to Route 9 southbound acceleration lane
Upgraded guiderail along Route 9
This project will enhance safety, extend the service life of infrastructure, maintain traffic operations during construction, and minimize overall impacts to the traveling public.
Right-of-Way & Access Impacts
Right-of-way and access impacts are comprised of temporary easements, partial acquisitions, and full acquisitions. These are required to construct project improvements, relocate utilities, and allow access for future maintenance. Access impacts are anticipated on 34 parcels, including driveway modifications, adjustments, or removals.
Environmental Impacts
The proposed improvements will require NJDEP Stormwater Management (SWM) Rule compliance for water quality and water quantity. Therefore, SWM facilities including a detention basin and bioretention basin are proposed within the project limits and are anticipated to be located within the infield areas of the interchange.
Historic and Cultural Resources
Federal regulations pertaining to the protection of historic properties, referred to as the Section 106 process, require the NJDOT to take into account the effect of proposed projects upon historic resources listed in, or eligible for listing in, the National Register of Historic Places. If you would like more detailed information on the Section 106 process, please reference the Advisory Council on Historic Preservation’s A Citizen’s Guide to Section 106 Review, available online at:
https://www.achp.gov/sites/default/files/documents/2017-01/CitizenGuide.pdf
NJDOT is required to solicit public input to assist in carrying out the Section 106 process. Historic preservation organizations, historical societies, and similar groups, or individuals with information about cultural resources (archaeological or architectural) in the project area are encouraged to attend the PIC or submit comments via Patience Sengbey (NJDOT), contact information provided below.
